Alright so my neighbor went underneath my family's home to intentionally cause problems to our home in order to get us to move. It caused massive plumbing issues, etc. I overheard his child say he has more stuff planned. The child acts like he's my friend then goes around and agrees with his family and what everyone else says about me. Now if I don't acknowledge him if I see him out in public he gets mad

Have you pressed vandalism charges? You need to tell the police what his child said if you haven't. I wouldn't be ignoring the kid. If you haven't informed the police about what the kid said then I would ask the kid what he meant by "He has more stuff planned". I would also tape-record what the kid said to give to the police. In some states, it's illegal to record people without them knowing about it so I would check your State's Laws if you do.
