It doesn't bother me. Using "brother, bro, sister, or sis" in that context is synonymous with "friend". It says "I like you". Those words are often a sign of respect, like "Well said, bro, I agree." or "Right on, sister." It can be a way of signaling a close bond, strong agreement, commonality, admiration, kinship or alliance.
It can also be a way of putting people other races, cultures, ethnicities or mere strangers at ease. We're all brothers and sisters. We are all one human family.
Of course, there are others who use those words regularly instead of saying the person's name. It's just a habit like saying "Hey "man", how ya doin'?" I've heard waitresses who called everyone "dear" or "honey". It's not a big deal.
It all stems from a person's cultural background.

I'm cool about a guy or girl call me Bro also I believe in calling one a Brother or Sister through Christ for those who are believers.
Weird if they never talked to me before or we didn't share some moments that would validate it.

I don't mind it... I hear it often from some people, and I know they don't mean anything bad by it

doesn't bother me. it has different meanings based upon context. sometimes it's manipulation, sometimes a putdown, somtimes commradere.
I hear it from men from time to time and it makes me feel good.
