In terms of the child's well-being, when is the best time to adopt them?

Is it better for a kid to be raised in one family for most of their life, or is it better for a kid who has been bounced around the foster care system for a while to find a family? If the latter, what age is the best for them to find a permanent family?

I always wanted to adopt at least one 3-4 year old. I think as soon as a kid can walk/talk (age 2+), its prob really important for them to have a permanent fam since thats the start of the influential stage
