This 2 year-old boy reached his hands towards a male cop that offered him his bottle. Usually a female caregiver is the first person that would come in mind but the toddler (esp a boy) went towards a man for comfort. He didn't want to stay with the female cop.
Is it likely that boy's mother or other females likely traumatized this toddler boy?

I suppose it's possible, but I'd imagine it'd be more likely he was just hungry. Although there's something odd going on if he's still going for a bottle; by age 2, kids are FIRMLY into solid-food territory.
Lacking further context, it's hard to say much about a specific situation, but I have noticed that even very young babies can react very differently to facial hair and deep voices, so it's entirely possible that a toddler would have different feelings about men and women.
Maybe, but the male officer is the one who gave him the bottle so it could have been that.
