This is the 2nd time he has gotten very drunk at someone's party. During a dance, we were having a normal conversation when all of the sudden, he started asking if I want to go on a date with him and getting too touchy. Then he asked me a couple times ''can I kiss you'' and kept saying ''but I love you''. After the party ended, someone else had to drive him home. He was talking nonsense to others and then trying to flirt with other women too.
When he got back to being sober, it was his normal personality again, my old friend that doesn't do those things. He didn't remember doing any of that. I've known him since we were in 7th grade.
Do drunk people tell the truth? Other mutual friends are telling me that he always act that way when drunk, not to pay much attention to that, it means nothing.

That is a tricky situation. My gut feeling is that your friends who say he always acts that way drunk may be covering for him. Guys can be embarrassed about their true feelings slipping out when intoxicated.
While alcohol lowers inhibitions, it also tends to bring underlying thoughts and desires more to the surface. The fact that he's asking you out, wanting to kiss you, and saying he loves you makes me think there is real attraction and feelings there that he's been holding back while sober.
Men often cling to the "friendzone" for years harboring secret hopes. His drunken behavior sounds consistent with pent up longing coming out in an unguarded moment. I would take it as a sign he has had a thing for you for a long time.
Proceed with care. He will likely deny it was serious if you confront him. But I'd keep my eye out for subtle ways he may pursue you when drinking in future too. Maybe have an honest talk and see how he reacts when challenged on the truth. Your friendship may change now the cat's out of the bag.

First of all I did just buy taser for drunk people like them. Me being a daddy and a father from my perspective. And next time he gets drunk taser is but and then asked him does he remember.
Being for real when I used to get drunk I used to say things I didn't mean but meant things real talk when I'm not drunk. thats alcoholic for you we're all like that.
It seems like when I was younger when I got drunk me and my friends can get with women and girls when we're drunk and we could not get on when we was not drinking.
