I used to do yardwork at my neighbors house up until about a year ago. He had a fire pit that was just a few feet away from some brush. I'm worried that he's going to start a forest fire. He's kind of a scary guy if you get on his bad side so I'm afraid to bring it up, so I was just going to report it to the fire department. On the other hand, what If someone visited him recently like a friend or family member, and he thinks they reported him, and he blames the wrong person. That's a reason I might want to talk to him first, but I'm scared. My dad said I should mind my own business, but I feel it is my business, and my duty to do something.

Yeah man, that's definitely a tricky situation. On one hand, you don't wanna just rat the neighbor out and cause issues. But that fire pit does sound super sketch if it's right by all that brush.
If it was me, I'd maybe try dropping him an anonymous note first. Like "Hey man, just a heads up but your fire spot is pretty close to the trees. Might wanna move it for safety." That way if anything happens later, he can't trace it back to you.
And then maybe snap a casual pic of the area when you're in your yard doing chores or whatever. You know, just in case. Then you could report it to the fire guys later if he doesn't change anything. Cover your ass, but give him a chance first.
I wouldn't bring your dad into it either way. Def don't need that kind of heat if the neighbor confronts someone. But trying to look out for everyone's safety too, so a note might be the lowest key move. Stay low-profile bro!
As for every city it usually has ordinances & guidelines when it comes to burning & as for your local fire department they set when you can burn & when you can’t burn & they even set burn bans as well. As for your neighbor if he isn’t in violation when it come to burning your report wouldn’t be worth the paper it’s printed on & if truth be told no one likes a neighborhood Karen but when it comes to safety that is another story.
A gift is always a wonderful thing so give your neighbor a gift, give him a fire extinguisher & buy one for yourself as well.
