You need to have him give you the duty phone for his unit.
Or the mailing address for his unit. Command will typically give this to their guys.
My question is, is this friend already past boot camp? Because if so, they will definitely have access to their phone. So sending letters will be pointless.

Most people receive letters but I believe that he’s gotta be registered in that department of the particular Marine Corps I’m sure they would give it to him when he shows up for duty, even if he doesn’t live there, but why not just send it to his personal base wherever he’s living
