A roommate doesn’t clean , how should it be addressed?

A conversation first about why it's not happening and see if we should assign certain chores to each other that the other doesn't mind doing. For example, I hate cleaning bathrooms so my wife does that while I do the cooking cause she hates that.

Now if it's still happening after that, I'd consider my options of leaving. I can't exactly do that with my wife but you only asked about a roommate so that should be ok.

If she doesn't clean you can tell her to get out of the house and she will clean right away.

Clean up what you are responsible for and let him wallow in his mess. If he runs out of clean underwear tell him to do his laundry you are not his maid or if his mom is around ask him to have her clean up his mess
