Can my mom forces me to go to a mental hospital?

Can my mom forces me to go to a mental hospital (I’m 23, live in Canada) and if I refuse, can she calls the cops so they can bring me there by forces?

She can't do it by herself, nor can the police. A doctor has to do it, so she'd have to find a doctor who's willing to commit you.

If she just calls the police herself and asks them to commit you, they'll tell her they need a doctor to sign off on it before they can do anything.
