Is it wrong for DCYF to ask for a bank statement to become a foster parent?

Nope. We had to jump through a lot of hurdles to become foster parents. They are ensuring you have the finances to become a parent so that the child will be cared for. Any money you receive from the state, I assure you, will not be enough to cover all the expenses in the beginning like clothes, a bed, etc.
