Why would an adult expect an older sibling to be watching a younger one if it’s the adults job to be paying attention to what the kid is doing?

I imagine they are both adults in this situation and can practically live up to up holding responsibilities given to one another.
Unless the older sibling has a history of being reckless and untrustworthy then the younger sibling wouldn't have asked the older sibling to watch their child.

But a 9 year old watching over a baby sometimes was alright especially if the 9 year was trusted enough. But only if a adult was nearby, because any problems or harm that happends is ultimately the parent's responsibility.

That's a form of psychological -- making older children parent the younger ones. It's not reasonable to expect that.
