What does it mean when a kid always wants something that belongs to someone else all the time?

In my opinion it shows entitlement, and that could have to do with their lifestyle at home. Some parents give their kids whatever they want, even if they scream and cry, or throw a temper tantrum. “No” doesn’t seem to exist at home, so they don’t accept it when they’re out in public.

It stems from curiosity and the learning of boundaries, rather than malice.
