When is it time to cut ties with long-term friends who changed?

I’ve been friends with these two friends for over 10 years. My one friend, who I see at work every day, I’ve caught him in quite a few lies. Like he said he was taking a trip in Maryland to visit his wife’s friends that she went to college with. She posted pictures with two girls I went to high school with who we normally hangout with. Since he got his new truck he asks me to drive all the time. The last time I asked him to hangout I told him I was getting dropped off. He came up with all these excuses not to drive.
My other friend I would never hear from unless I reached out to hangout. For the past couple years he’s been seeing this girl and now I don’t really hear from him. It takes him days to weeks to respond back. I’ve talked with him about giving a little more effort on reaching out. He did once but I couldn’t make it. And I’m always the one asking how his family is.

I wouldn't cut ties per se. I'd put them on the back burner so-to-speak. Find new friends to invest your time in. Ones that reciprocate. When your "old friends" contact you, tell them the truth. That you're busy with so and so today, but it's good to hear from him. After a few times they'll either realize they haven't been holding up their end of the friendship and change. Or they won't and write you off. If it's latter than they didn't respect you and you didn't really lose anything. You only hastened the inevitable.

Believe it or not we teach people how to treat us with our actions and inactions. And right now they are teaching you to treat them this way with their inactions. Friendships need to be mutually beneficial and have understanding. Or they will not survive indefinitely. It would be different if you'd provided information explaining why they had to behave this way. You didn't.

I don’t know why they behave this way. My guess might be my one friend is stubborn and only uses people and the other might be his girlfriend pushing him away.

You're convenient when it's convenient and managed around when you're not. Ten years of history doesn't automatically mean ten years of genuine mutual investment.

Whenever you are tired of the effort I guess that is unreturned. Any time you decide it's been enough for you. Only you can decide your limits.

I am getting tired of all the bs. Especially my one friend. Last July we were going to see fireworks. He expected me to drive. I told him I was getting dropped off. He started coming up with excuses. Like his wife was getting home late from work so he couldn’t use her vehicle instead for transportation, then he said they wanted to take the kids to see fireworks at another place. Of If I said I would have drove then he would have went if I picked him up. The other friend used to respond back within hours. Now it’s days to weeks. Every time we hung out he’s always very late because of his girlfriend.
