Was my cousin right to be upset when I canceled to protect my elderly mom from the rain?

Ok today my mom and I were supposed to go and visit my mom brother in law at his house with his daughter as they invited us to have some coffee with them. My cousin told me hours before that if my brother could not take us she could pick us up at home. Ok today wasa very rainy day at the city and it started to rain in the afternoon. My mom is an elder woman and when it rains like cats and dogs I dont like to risk her to get wet and get sick. My brother did not want to go anyway to my cousin house as it ws raiing a lot. So I toldy cousin like one hour before that it was raiing and I did nto want to risk mom to go outside. Well it turn out my cousin got upset becaue we did nto go and she assumed we did not want to go. It turns out that my cousin on the way to his dad house she had to drive throyugh the town I live in and she found out it was not raining. Well one hour before it was raining and I excuse for not going, how am I suppose to know the rain was going to stop precisely when she drove past my city but also hours after it started again raining. This cousin gets upset for the tiniest , meaningless things and gets offended easily. My mom is elder and when it rains I dotn want her to get sick is risky a flu or anything fly related for her age.

She is super sensitive.
