Yes, people actually do this!
It all started as a trend - with really obviously fake ones, but soon it turned into something completely nuts!
All of these girls (and some guys) usually only put those fake freckles on their face, nowhere else...which in itself is a dead giveaway they're fake...
More often freckles are faked with makeup, less so with cosmetic tattooing of the face.
I can honestly say, as a person who naturally has freckles, I don't find it offensive, but I do find it distasteful...
Reason No.1
They want the 'natural', effortless, cute, fresh look that many naturally freckly girls have.

Reason No.2
They want to cover up the fact they're wearing so much foundation. by painting on freckles, they create the 'illusion' that they have no or very little foundation on, hence their freckles can be seen from 'underneath' the makeup.

They think it makes them look more 'alternative', 'bohemian' or 'special' hence they resort to faking freckles.

P.S.
Natural freckles are rarely only located on the center of your face across your nose: if you see anyone with specific location like this with no freckles on shoulders or a bit less of them on the rest of the face and arms...you know they're most probably fake.
