Yeah it's very gloomy, almost kind of gothic so unless that's what you're trying to portray, black clothes aren't the best choice with it :P I haven't actually worn this choker out at all so far - I'm hoping to wear it to an upcoming party though

It really all depends on what it is and how it looks. If its something that resembles anything that I do not agree with it, I wouldn't wear it. But I do like certain designs and how it looks, but I wouldn't want something that makes me look like bondage or something. I like the looks from Lolita styles more.

Yes, basically that. But the one your wearing isn't something I would wear. However if you have items and clothes that makes it work, then whatever works for you. Overall I love chocker's as a style. They do look cute. But others may use it as part as something else.
