Something that is commented on a bit in the books is the fact that beauty is in many ways a reflection of class.
Cersei is seen as the most beautiful woman in Westeros. However, she is also the daughter of the richest man in Westeros, she has access to nutritious foods, the best medical care (of the day), and last but not least she has numerous attendants whose job is to enhance her beauty (through makeup, clothing, hair).
In her walk of shame, with all of that stripped away she is seen as simply a middle aged woman-her body has carried and breastfed 3 children and it shows. The mystique is gone, she isn't a vision of gold in rich fabrics but a normal woman.
When Margaery comes along, she is younger-and her features are not as beautiful as Cersei's but she has youth and she is new. However, no, I do not think she is the most beautiful in Westeros.
Daenerys is not only beautiful she is mysterious, the daughter of a king with special blood and unique features. She is young and powerful, charismatic too, easily winning the love of everyone around her. In the books, I would argue Dani is seen as most beautiful.
Sansa is Westerosi beautiful too though. Young and wealthy. However, she is not in favor for much of the series, so, public opinion takes away her beauty's hype.
Ros is a made up character, but a prostitute wouldn't be too popular in Westerosi culture. Though in Braavos, there are famous and well regarded courtesans (still though, quite a bit different than a prostitute). Arya sees a courtesan and thinks her the most beautiful woman she's ever seen.

In the past, Ashara was breaking hearts in one look.

In my opinion, they're all beautiful and for each I've thought "oh my god, she's the most beautiful lady ever" but in reality it's newness :)

I like Missandei among those in terms of sheer looks. Though her character is kind of boring to me. If we include character, I actually have a soft spot for Cersei (even the book version). She's such a twisted and impulsive character that I kind of like her for some bizarre reason.
