Not always the case but generally true. There's no doubt about it a woman's prime attractive years are 16-29, now there are exceptions to this rule but it's generally true. A good example is Natalie Portman, yes she's still reasonably attractive but she was way way hotter in her teens and twenties, she clearly gone past her prime attractive years.
