That leather or soft faux-leather/suede material label somwtimes imprinted with a art design, logo, and/or brand name along the belt line above a rear pocket is actually called the "Jacron."
Going over or under doesn't matter, since I never wear a a belt with jeans. Cowboy style belts that are often too thick and wide to fit through or under the jacron anyway generally get selected and paired with jeans. Being short learned a long time ago braided, westen, and other types of casual belts draw attention to waistline and because they are bulky, visually add weight and diminish perceived height. As such for years have only jeans that fit, wear them beltless, and always leave the loops empty.
It's not a belt loop.

I've just noticed non of my jeans have one. I definitely remember in the past jeans came with labels and I went over.
I just go over the label because it's easier, but I'm interested in seeing what other people do.

I used to put the belt under it.
So did I, but I'm getting lazy in my old age, and I now go over the top.
@exitseven My SO buys Lee jeans for me, she says I look best in them... I've learned not to doubt her.
