well if you want to know if your top is too provocative in regards to it causing anger or a strong reaction among viewers then yes the top is too provocative. Because parents of young children and older people will probably get angry as older people usually do not like fashion that they did not grow up with and parents do not want their children watching breasts. Moreover, if you want to know if your top is too provocative in regards to it causing interest or strong sexual desire then yes your top can be, your cleavage can be seen from miles away and because it is clearly visible to a large extent it is, thus, provocative. Because you will be wearing booty shorts, your dress will be very provocative because your ass and breasts will cause stronger reactions and desires. I would not know if your dress is too provocative in terms of it arousing people but it is too much to anger others. Therefore, if you are going to a respectable public place with all sorts of people then you should not wear what you intend on wearing.
Whether it would be appropriate or not really depends on where you'll be wearing the top and what rules apply at that location.
If you're wearing it to go shopping, you'll look pretty trashy and appear to be seeking comments/attention. If you're going to the beach or a water park, you should be just fine. The only thing with water/theme parks is they may say certain styles are "too revealing", so you may want to glance over their dress code beforehand.

Depends which beach you're going to, I think it's a little revealing, but if you're going to a topless beach like in Spain or a nude beach like Calle Playa de Diego Hernández, Beach in Tenerife.
