I think it might vary based on skin tone/complexion? I have a strong personal sense of a good match when I see it but little sense of what makes it match. But it's never independent of the woman wearing it for me.

Black looks good on everyone in my experience but it's kind of boring to me because it looks good on everyone. The most colorful examples are often the ones that draw my eyes at a party surrounded by all the black, but the ones that suit the person wearing it are tougher to narrow down.
