It uses the same materials as a tattoo and is put on your body the same way as a tattoo, int just uses another purpose than what a tattoo is used for, so yes it's a tattoo. Just like a gun is a weapon even if you use it to scare people and not to kill them.

I know, I know... you "don't do it for men". But you should know this kind of fake stuff is a huge turnoff for men, and it's getting worse and worse. To me, when I see a woman with tattooed or perfectly shaped eyebrows, she just looks fake and high maintenance.

Took the time to look it up & the answer is yes & no. Microblading is a tattooing technique and form of permanent makeup in which a small handheld tool made of several tiny needles is used to add semi-permanent pigment to the skin.
