Why is the cosmetic and beauty industry often excluded from insurance and other monetary assistance?

It seems like everything that I want to do that involves cosmetics whether it be a beauty school, beauty treatments or cosmetic surgeries are not assisted by the government.

I have been trying to get a grant to go to beauty school but was not able to find a way to do it unless I apply for financial aid which is something I do not want because I do not want to pay that back. However, it is always easier to get any sort of Grants for anything else for law enforcement, the medical industry etc that Cosmetics are always excluded.

You can't even get an elective cosmetic Insurance unless it is deemed 'medically necessary" which means that if a person has been bullied growing up for having a large oversized forehead in a big pig sized nose, then they are either forced to accept and deal with having such an ugly appearance or pay over $10,000 to fix something that they were not asked to be born with.

But why is everything accepted in financed by the government except for the beauty industry?
