That hair might add some insulation and keep some heat in your body, but it also helps keep the direct sun off your head. I think avoiding the direct sun is probably more important than getting rid of what little insulation the hair provides.
Wear white. You can wear a white head covering also. It can be a lightweight hat, a scarf, or whatever - or tie a white t-shirt around your head. Maybe soak your head covering or shirt in water every now and then. That can make a HUGE difference.
I worked doing heavy labor in 105-112 degree heat. I never thought taking my shirt off made me any cooler. You just want to avoid direct sunlight as much as possible. Even reflected sunlight can get pretty darn hot. Reflected sunlight can also give you snow blindness.
And of course drink LOTS of water. Don't drink anything else in that heat. Anything with sugar in it will just make you feel sick.
If you start to really get over-heated and start to feel feint, drink as much water as possible and get the hell out of the sun. You can do some serious damage to yourself if you get too hot.
Run cold tap water in the sink. Take a flannel or sponge and take as much of the water as you can.. then place it at the back of your neck. Allow for plenty of drippage, but that will cool you down.. As for shaving the whole lot off? That's a bit extreme. A short hair cut will work wonders though.
Whoa, 115°F is no joke! Going bald could definitely make you feel cooler since you won't have hair trapping heat against your scalp. Plus, it might make you feel a bit more refreshed overall. Other ways to stay cool include using fans or air conditioning, staying hydrated with lots of water, and wearing loose, breathable clothing. Taking cool showers or applying cold packs can also help. Don't forget to stay in the shade whenever possible and maybe indulge in some refreshing ice-cold treats. Stay cool!

Wrap an ice cube in a paper towel and place it on your wrist, with your hand face up. That's one of the places on the body where arteries and veins are close to the surface, so the blood will give up some of its heat to the ice cube, which will cool you down as the blood is pumped to other parts of your body.
