The problem that you are trying to blame weak dress codes for, is actually weak brains. Ban one thing and stupid people will learn to fail another way. Especially when it comes to dress codes. The reason why we ended up with a stereotype that "the hotter the dumber" is a correlation, but this correlation proves your solution counterproductive.

The real reason we often see how some hot women are dumb is because they spend way too much time thinking about their own appearance. The more you think about your appearance the less time you have to think about anything else. And they can't stop thinking about their appearance when they're reminded every minute of every day that they're hot.

Your solution would only encourage people to spend even more time thinking about their appearance, thus become dumber, and put in even more effort into trying to look seductive. ㅤ

Also... philosophically... sluts lack self control. What do men who complain about the temptresses lack? Exactly, same thing. Fix yourself first.

I think the question shouldn't be anything about allowed or revealing. I think It should be how do we define respectful dress in public spaces. Most can agree there is a line somewhere but no one seems to be able to agree where that line should be. Most quality education centers have dress codes as do most work places and they seem to do a fairly good job from what I can tell from research I have done about school uniforms and work dress codes.
