cause they've successfully deluded themself into thinking they aren't ugly and the toxic feminine positivity around looks enforces that view. Also any negative feedback being considered "assault" these days is a confounding factor, so she won't be able to shake that delusion.
By the way even the word "plus size" is a symptom of the problem. "Plus size" as supposed to mean "normal weight" as opposed to most models being overly skinny. The girl in the picture isn't "plus size". She's morbidly obese aka fat.
This is not an obese woman issue, this is a female bias issue, a lot of women both thin, normal and obese, believe they increase their attractiveness by showing skin, even famous people believe this lie about attraction and it is not true, men are 100% capable of being very attracted to a woman that does not offer or suggest sex or sexual revelation in their photographs.
Why do you care? Are you still missing out on their action, dude?
I'm currently on vacation in spain and trust me fat women are having no trouble wearing tiny revealing outfits
