If I said this to a guy, it would mean that from the moment I started liking him, I never really stopped. Through all those months/years/whatever, it could mean that I've always strongly liked him or that I have tried to get over him, so I denied my feelings at times but underneath everything they were always there. Maybe the feelings have been stronger at some points than at others, but they have always been there in some way.
If someone said that to me, I would assume they meant what I have just described.
I assume you are looking for a guy's point of view on this. I do remember a guy telling me once that he liked me when I started liking him, but kept me in the back of his mind for a few years until he decided he wanted to seriously pursue me. So I guess it works the same way for both of us.

& I want to know what people think in general
The guy who said this persued me as soon as we met -
i really liked him, but I left & he left & I came back it was hard for us to talk,
& it took like 9 months to really start hanging out.
Its just he said this midst a bunch of other explanations about the past 3 years.
We also almost had sex because he thought I wanted to
he didn't know I was a virgin-So we stopped.
I thought maybe-
He just said that ,because he did not want to feel like a player, like he thought I wanted to hear that or something...idk,
-He kept saying he felt really bad, because he really wanted to tell me for a long time,but he thought I was mad at him, & did not want to talk to him
-but if he wanted to that means he thought I wanted him to,
-so he had no reason not to tell me.

So am not sure if he means it ,or just feels guilt
If I were to say it, it'd be meaning I hadn't stopped loving the person, perhaps after a break-up. If I heard it, I'd think the same thing, probably.

Well what I was in that situation once- which inspired my curiosity.
When the guy I liked for 4 years, said that to me ( & he sounded a little p*ssed lol, it was weird)
What I heard was :
" I USED to have feelings for you, back then when I HAD them... (Implying he doesn't now) NOt a lot of people agree with that.
I was trying to figure out why he didn't just say he HAS feelings for me, I talked myself out of listening basically, tho I'm still not sure....

cause if it is NOW why wouldn't someone say NOW - I have feelings for u.... not many people agree with me-but my cousin does & another girl says she would only say it to someone if she felt guilty
