The key is being Genuine! Don't say it if you don't mean it and say it with meaning. The way you speak it is important, if you sound unsure that is not good, be sure in what you say.

Also having good situational awareness, you need to know the right time to say certain things. Like saying you look amazing or gorgeous isn't for daily dialect.

the simple answer is just don't do it until you're actually dating.

There's a more nuanced answer but you have to be a lot more perceptive.

Also a compliment is generally a way of showing that you like her that makes her feel good, while if not done carefully makes you look worse. So sure girls imagine liking compliments... from guys they are already attracted to. From guys they aren't into it's risky unless done carefully.

Best example I can give you.
I was at a local service station filling my gas. I grabbed a coffee as well. The special with the coffee was a cinnamon bun. The female manager, who is married. Was chatting with a fellow co-worker about how she would like one. I paid for it, it was less than 2 dollars because I bought the coffee. But the smile on her face, and the gratitude she displayed made that purchase worth 10 times that.
We will never date, nor be involved in any other way. But a opportunity arose to make her happy. It isn't what you necessarily do, it is when you do it.
