The timing isn't right, it's nothing against you personally. Confused with how this guy is acting?

Was wondering if guys could help me with this?

So this guy knows I like him, nothing has happened between us as the timing isn't good apparently, according to him. Since the night I've told him, we've been talking a lot more. I'm still noticing some minor flirting coming from his end but yet I've noticed on his facebook when other girls start getting flirty, he stops talking or just ignores the comment all together. So I did a test comment to see if he'd answer me *nothing too extreme* and he did. Also, he seems to be remembering little things I've said, one thing being something that even a few good female friends of mine couldn't remember. And now apparently I'm the best friend he has, not the "best friend" though, if that makes any sense?

And if it makes a different, just a few weeks before I did tell him I liked him, two friends of mine caught him staring, more than once and I'd look back and he was still staring at me and didn't look away when I caught him.

Does the "the timing isn't right, it's nothing against you personally" sound like a legit answer or is it just an excuse?
