What does it mean when a guy holds your waist with two hands?

Probably not a damn thing. He was probably just moving his hands to a lower level to let you keep yours on his shoulders. Now, if he put his hands down your pants or up your skirt, that's PROBABLY a good sign that he kinda likes you.

In general I would say he likes you. That kind of touching is more intimate than say, a pat on the back or touching an arm during conversation.

Also, how can you be sure he isn't doing this with other girls?

He's my boss and I see his interaction with other women outside of work. It definitely felt a bit more like something else was going on.

If he is your boss he shouldn't be touching you like that, which is why you don't see him acting like that a lot (he knows he should not be doing it). I think this situation has more to do with the alcohol than anything, otherwise he would not have taken such a great risk.
