A lot of people appear to not really understand that boundary when it comes to being flirty or not. I've known a lot of people who are considered flirty and they had no idea that what they were doing was considered socially inappropriate. (not entirely sure how)
Some girls don't intend to be flirty, and some men will take it the wrong way or misunderstand.
On the other hand, a girl may be flirting with you if she is in an unhappy relationship, if she's looking to cheat, or any number of things! People will even flirt when bored (which comes off on the unfaithful grounds, usually).
So it could be a wide variety of things, but the best bet is to steer clear.

I've met guys who thought I was trying to date them simply because I was a good friend to them and then blamed me for leading them on when I never made a decision to chase or seduce or attract them. My human sexuality class did point out that women don't just flirt to achieve the end goal of possibly escalating into more sexual activity... Many just like doing it for the sake of fun. Others flirt to get something out of it- IE she's flirty so you buy her coffee before work once or twice a week. Maybe they like to get you all flustered because you look like an awkward idiot. Some do it to boost confidence. Others are just DTF. Can't really tell. That's part of the fun of it. This is why I'm terrible at it... Finding the line between a flirty fun comment and being certain she want's you to whip it out and drag your nuts across her face can be a bit blurry if you have no social skills.

I've had taken guys flirt with me, too. Even married ones (married to my freaking friends of all things!!!) I don't want any part of it.

I've had friends who were talking to taken people who started out by flirting with them, then eventually to promising to leave their SO for them. If they would do that to their SO, what makes you think they wouldn't do it to you as well? People like that are unfaithful and untrustworthy.
