if you're naturally hot and you dress very well, or use make up, men might feels that it's useless to approach you, because they'll think they don't stand a chance, or that your snob, or high maintenance.
Try to dress a bit more casual, to flirt, look friendly, everything you think might help and encourage a guy to approach you.
it's not easy for people to approach a stranger, just asking for info, not even from the same sex where no attraction is involved...imagine how hard it is to approach a hot babe.
They may be so nervous that they are reluctant to approach, because you are just beautiful. Another reason may be that you stand out of crowd, because of something else. Bright colors, atypical hair style or something else for which you catch their eyes. In that case They are not that interested in you yourself. Stares are signal that you are somehow interesting, but it might not be you yourself.
But seriously. Man get scared easily when they should approach woman.
