How can you tell the difference between flirting and being nice?

I feel like women’s flirting is very passive

I Can’t tell the difference between the 2.
I ripped my pants at work..
My coworker offered to bring me tape

I was standing behind a box because I was exposed, She stood there handing me tape
while I was taping my junk into my pants

She was talking to me, telling me she feels sorry for me, saying she hopes the tape helps, just random sympathy & conversation

After like 10 minutes of watching me tape up she told me bye & left.

(She didn’t see anything, I was behind a box)

She was flirting

She was being nice

but like not flirting with you doesn't mean you dont have a chance (thats if you like her), cause maybe she isn't flirting but I could tell she cares just a little bit to go that far and be nice to you about it.
