How to tell the difference between a guy just being nice and a guy flirting?

A guy I met twice was very nice. He swapped seats with me because mine was uncomfortable, he let me try his drink twice and we hugged twice when we said goodbye. I thought things got flirty at a certain point, we stood really close to each other at a certain point and held eye contact. He also joked around with me and asked if I like guys to be more direct or subtle. We swapped social media but he doesn't initiate conversation. He wished me happy birthday and sometimes reacts to my posts and I do the same back. Is he just being friendly?
