Why would a shy man stare at you shamelessly?

Especially if he's shy? I know shy guys usually stare at you when they think you're not looking.

Anyways, this man stared at me quite unabashedly when we crossed each other in the corridor. I got shy and couldn't even make eye contact with him. I just stared at the floor but I could still see him stare at me from the corner of my eye. What was up with him?
He's usually shy around me.

It would be perfectly understandable to be creeped out by him if he just stared straight at you shamelessly so I don't know, It would make him look weird and creepy.

What i couldnt understand is he is shy with me. He blushes when we make eye contact or averts his eyes fast at the floor. So how could he stare so shamelessly?

Pretty much. When I find a good looking girl I'll look at her a couple times then she gives me signals to approach her but I ignore her because sometimes when I approach them then they give me an automatic rejection like " oh I like you ☺️ but I only date black men 😁" or any very shallow excuses. That's why I don't approach girls I let them approach me but I don't tell them why I don't approach them.
