In the past it was okay for an adult to walk past a group of kids and smile at the group. Then, as he was walking away he said, you kids be safe and he kept on walking. Not in this day and age. There's so much paranoia about pedophiles, that parents rightfully so, drill into their kids heads, that they must never ever accept candy from strangers, accept a ride or, sit and talk to them. It's just the way it is now I can't blame parents.

Explanation is fairly easy - sadly I've seen firsthand what relationships between full fledged adults and minors go, and the minor always gets out damaged and with a stumped development.
My mother was 16 when she got with my father who was almost 20 years her senior, and as a consequence not only she got psychological problems and severe issues, but her mental development on some things never went past the age of 16. In the latter years she's been maturing a bit, but she can still be an angsty teen on occasion.

I remember when I was 14 and an adult woman said to me "If I were your age I would date you because you're so cute". It can be considered flirting, but it was pretty harmless, I would feel weird to suddenly complain about that.

In today's culture, no. Though I hold no I'll will toward cultures of old where it was common for men to marry "minors".
I honestly think the reason our youth are coddled. @13 a man, and I mean "man" was learning a trade. We live longer, so just imagine the quality of retirement if we started investing @ 13 and had empty nests at 35 or 40.
