Definitely test out the waters first. Eye contact and smile at her, and you’re going to have to do it more than just one time. As a female, if someone smiled at me, I would automatically smile back, no matter what. So you’re going to have to keep smiling at her to see if she reciprocates every time. If she does, it’s a good indication you could just casually say “hey” to her. If she stops smiling back, and avoids eye contact she ain’t interested.

Start by smiling at her. If she smiles back that is an invitation to approach. Simple as that. :)
