How to do cold approaches?

So I've been in relationships before but they've been all warm approaches (work, school, social circles) but I've never done cold approaches before and I don't know how to start conversations with random girls... girls stare at me and I know they're into me but I don't know how to approach them or talk to them... any tips?

You can't plan it- it's something you do on the fly and won't always work. Are you quick on your feet?

Well, the thing is, I'm a very sharp person when comfortable... When I'm nervous it's the other way around...

Then you just need practice. Start out by talking to women you aren't interested in dating. It will get you used to starting convos, reading body language and carrying the convos to a conclusion. It gets better over time- most people are not naturals at it.
