If a physically unattractive guy has girls flirting with him what do you conclude?
You could translate this into other things - essentially "things money can buy", such as booze or drugs or purses or shoes or whatever, but it really comes down to money.
When I was much younger, I did some experiments, and I quite easily proved that providing free booze could pretty easily attract certain women to come back home with me that I would never get otherwise. That wouldn't work on all women, but there's a percentage who will be up for whatever as long as they're going to get drunk or high for free.
I long ago left those experiments, and that kind of women, behind, but it was fun to prove to myself in the real world that it would work.
Money or he has other positive attributes that make up for him being unattractive. It could be he is in a position of authority and power, women find that attractive. His personality is impeccable, at least to that woman. Who knows for sure. It seems what women find attractive is far my complicated than what men find attractive in women. Men care about two things, physical attractiveness and personality. We don't care about a woman's intelligence, education, career, etc. You will never see an ugly woman with an attractive man.
That being said, I recall a study that found that thousands of men constantly rated the same beautiful women as 9 and 10s. Women did not do this. There were large variations in how they rated the same men.
He looks just the sort who might own a large private yacht or something and has had invited the girls onboard. Can't think of anything else that matches this scenario. Either that or one of the girls is his daughter and her friends are all just being playful with him because it's his birthday.
It all depends on the man. In this particular situation, it's obvious that his balding head subconsciously reminds them of a baby.

Money and fame are issues here. When there is a huge discrepancy between a man's attractiveness and the women he attracts, there's something else the woman feels attracted to with that particular man. Wealth and fame are the most likely causes.
There are a few things: 1) the girls have a sense of humor, 2) he’s rich and dumb, 3) he’s charismatic so the girls feel ZERO sexual tension, making flirting harmless fun, 4) he’s family to one or more of the girls, 5) the girls are being paid to be there, 6) maybe they’re longtime friends from before he caught the troll virus or before they grew out of their ugly duckling phases, or both. Ell oh ell!
I have seen this before. If a guy makes a woman feel very much appreciated and treat her like a goddess. Compliment her, open doors, push in her chair., make her feel special etc. They will stand in line to get a chance with him!
He doesn’t need money or looks. Not even a big one of those!

Throwing themselves at him?
I mean my first assumption is that these women are gaming him. But the fact that you said throwing themselves at him means he must have something they really want. Because most attractive women "flirt" with unattractive guys just for the attention. But they're not going to expel THAT MUCH effort unless he has something they really want.
This is terrible to say but I had sex with a guy (classmate at uni) when I was in my early 20s because I felt sorry for him not because I was attracted to him.
But I think he has good personality, money, great sense of humor, money, confident, money, respectful, money, loyal, money, smart, money, hygienic, money, kind, money, honest, money, openminded.
Money or Bitcoin is definitely involved or he has major fame in some form I don't know about or care to.

It's because he's got something that you may not have. Women are attracted to men that are unattractive because they know that person will always be faithful to them. He may have that magnetic personality that a lot of people are attracted to.
