Become close friends with her first. Then once she opens up to you you can flirt with her pretty much normally. If she's super shy, just basic compliments might even be enough.

If your goal is to go out with her, and she's shy, getting her to trust you and be comfortable with physical contact is 90% of the effort. As long as you say she's attractive every other time you see her she probably won't friend zone you.
