So im not the type of girl who would straight out tell someone i like them, i feel i get on with most people if theyre friendly enough, i can be a bit cheeky in that its playful non flirting type behaviour, it seems to occur a lot but im never in the position for it to go anywhere with the right person and have zero confidence. It has steemed from my childhood, i used to do it with a family friend type guy when i was a teenager. How do you go from that to something more?

You need to create an environment for a guy you really like to make the first move. Women always do this, thus the saying "He chased her until she caught him", which highlights that women are actually the ones who really initiate interest.
