I am unable to get emotionally invested when people display non-steady behavior when it comes to pursuing me. I don't deal with it at all because I can't be interested in the first place.

Any idea why he is doing that? Does he do it with anyone lese that you know? Maybe just ask him in a non threating way and tell him that you are confused on the mixed messages. Do you like the guy? Is he around ur age?
