Every now and then he will say something sexual then ghosted me. I ask if we can Hangout outside of work as friends and he replied back sure. Then the next day he flirt with me again and then stop. how should I take that

Hmm, not sure how to take that really. Sounds like a guy that can't control himself at times. First, it could be taken as sexual harassment, even if you don't mind it. If someone else notices it going on at work, they could say something and he (or both of you) could get in trouble.

I would make sure that goes on outside of work and not during. The other things is that a lot of companies have a no dating coworkers policy. There is good reason for that. Relationships between coworkers can disrupt productivity even when they are good.

Guess what happens when the relationship goes bad? Nothing good comes of that. It creates awkwardness.

Whether this guy just gets in a mood to flirt or he has something for you is something none of us can answer. Perhaps he tries and then thinks you aren't responding to his advances the way he thinks you should.

Maybe he keeps trying hoping you will ask him to do something. Really hard to say for sure.

If he's running hot and cold it's usually a hang up about something on his part. He might have a girlfriend or wife and doesn't want to cheat but enjoys the flirting. Or he's enjoying the flirting but doesn't want to go further.
