Honestly I think just about anything can be considered flirting. One time I had hugged a male friend because he did well on his exams. Later on my friends had repeatedly asked me if I liked him. I told them I didn’t, when I told them that they started to bring up all the times I had even spoken to him. What was so shocking was the fact that just taking off my sweater because it was warm in front of him was considered flirting. Basically just doing anything nice or that reveals a bit of skin can be considered flirtatious behavior.

No, it probably doesn't necessarily mean that a guy is flirting. I might have hoped it was considered flirting when some guy acquaintances I liked said that to me, but then my bubble got burst when I found out they weren't attracted to me. They were just being friendly.
