I don't know, it could be many reasons. Maybe he is not interested or maybe he was busy, he had no money, he had something important to do etc... She should analyze other situations to see how he behaves.
The woman she would pay the coffee. She meet him accidentaly in the road. But why other times he rubbed her hand? Why he looked at her seductively?
