It absolutely means you had his attention. Speaking as a guy, that normally means he thinks looking at you is nice. Which does signal attraction. Of course you might be reading too much into it, but I'd say it is a very good sign and your following him is absolutely a good response from you. I am /very/ pleased to see someone who actually can figure out a next step on their own! Bravo!

So he either accepts and you talk a bit there. He declines and that's a no. Or he fails to notice it in which case you can just stab him with an elbow next time you meet and tell him to follow you back already. Usually works. Easy on the elbow.

Definite interest. If he hasn't accepted your follow request, use that as the opportunity to talk to him (not everyone checks the notifications on those or ignores them). But, yeah, that much eye contact means something.
