Sexual tension?

My best friends brother & I can get very playful with mused smiles & laughter. We like to taunt, weather it’s over the remote , board game to wrestling each other for a box of chocolate/nerf gun. He laughs and point out a lot of my quirks in my actions.

Sitting on the sofa he has come to me And initiate physical contact like playing with my hair, Rubbing my neck, Rubbing my feet and tickling them.

but then sometime we are in a Situation where We had to watch TV twice in a bed and he sits on the furthest edge you can possibly sit from me… It makes me feel like there’s uncomfortability so I lay in the bed trying to behave normal. Sometime he can be aloof and he will sit to the For this couch or moved to the other one away from me and I’m confused!!!

I want of these occasions when he was sitting for away I asked if I could play with his hair. he then said he didn't want to move but I can snuggle up to him. So I put my head on his hip.

I feel like that there is a mutual attraction there but I get so confused with his waves of standoffish I don’t feel like I can approach.
