Is it weird/annoying that I'm "flirty" but shy at the same time?

I started a new job recently and being that I'm a bisexual with no type I find a lot of my coworkers attractive. I'm not very good at hiding when I'm attracted to someone in terms of body language, however, I almost never make a first move and once we actually start talking I can be a little shy at first. I feel bad for sending mixed signals and I don't want to come across as if I'm just looking for attention or playing mind games.
