A girl flirted with me and I asked her out to date she said she's not dating Why?

I had a cute girl showing up to an event I go to. She approached me and sat next to me then asked me my name then she said you are eyes are pretty and then walked away.

I reached out to her through mutual friends as I asked them for her number and they asked her to allow them to give it to me.

I contacted her and asked her out she gave an impression that things are working then ultimately said that she's not dating at the moment. I respected that then she continued to address me as mr pretty eyes and showed up again while I stayed away from her.
She said that she always gives compliment and we all should do that but she wasn't flirting.
Is that really normal? Was I wrong about asking her? This was my first time to ask a girl out as I usually ignore compliments.

I'm asking to know whether it's indeed normal for girls to give such compliments while they are not interested. As a man I see a lot of pretty girls but I never compliment even if it's their dress unless I know them for a long time and I am sure I won't be misunderstood.
Should I continue to ignore such compliments by girls or she is not the normal girl?
