Yeah it is a gray area between friendly and flirty. Why not just ask her out to do something? That'll tell ya right there if she has any interest. The only downside is that if you are friends which you didn't specify that could make things awkward if she declines. That's really the only way to know for sure. If she is super flirty then that should be easy to pick up on.
